Refuge during IHL Violations

It is an age-old saying that in the battle of elephants, it is the grass which receives the maximum damage, similarly in a situation of armed conflict; it is the civilians who tend to suffer the most in terms of physical, psychological and emotional terms. For the very reason, many people have the tendency or are forced to leave their homeland which results in regional and cross-border migrations. Taking refuge is one distinct aspect and giving a refuge is another, in order to balance the same during the persistence of an IHL situation is a significant question.

The research theme for Niti Manthan's IHL Colloquium 2.0 is Refuge in the times of Armed Conflict: A Human Right's Perspective which will deal with significant issues like the aspect of Host State Security, Condition of Refugee Camps, Conflict of Rights of Citizens and Refugees, Ethnic Conflicts, etc.
